Can I use the Google Translate text-to-speech voice in the link below on a commercial app? With price or free I am looking for a solution.

There is no official Text-to-Speech API from Google. So, it is not possible to use the service for commercial app. You can see if you can use an alternative like ResponsiveVoice.JS
