It depends on which app store you are talking about? There are several alternative android app stores operated by Chinese companies. Have a look at the following link. Since a lot of the documentation and process is in Chinese, I am guessing you will need someone who can translate it for you if you do not know the language. The app itself should have all its content in Chinese.
