For Hebrew speaking people, there is The Israeli Skeptic Community (link to the English version, though the main website is Hebrew). Though it is not only about atheism and it doesn't have a community forum, it has a many articles about atheism and science, with comments that act as discussions, and they organize lectures and events where atheists can find their community.
